Error "We are having trouble finding one or more recipients"

Occurs in Outlook client (build 12915).
1. viewing an email I received that includes 2 external emails addresses on the To line.
2. click the New Meeting Poll button.
3. FindTime panel opens on right. Error message displayed at the top and over the disabled panel.
4. Clicking OK button dismisses error and FindTime appears ok...
Unable to determine what email is the issue.
Unable to determine if FindTime doesn't like external email addresses. Are there some limitations?
2 external external emails on TO line use dots and dashes in the format:
4 other internal email addresses appear on the CC.
All 6 names resolve in outlook people card just fine.
If I remove the 4 internal emails, and leave the two externals on the To line, FindTime displays "Add some emails first!" like the two external emails on the To line don't exist. Tried removing and adding them back. No change.
This issue has been fixed! (in Outlook for Windows build 16.0.13408 or later)
We have fixed the bug and the fix should be available in Outlook Desktop build 16.0.13408 or later.

This happens for me every time. It will not add internal people that are on the CC line. Works fine if I create a calendar entry.
This is a presistent issue for me and more than annoying. Get we please get this prioritised and fixed?
It comes very often now, especially with external recipients but when it occurs, internal recipients are out of the attendees kept by FindTime.
I saw the same bug today. Mine was generated from doing a Reply All to a previous meeting in the Outlook calendar. I had then moved the CC people to the To line. But that was not the issue as even restarting Outlook did not fix the problem.
If you look in the right pane it will show you icons that you can hover to see which people are seen by the system. As a workaround, I figured out which 4-5 people were not visible there, and manually deleted them from the message recipients and simply re-added them and F/T found and added them in the display. Just a workaround. Hope this bug is fixed soon.
PS Update: the workaround above does not work anymore. What was changed that added this new bug?
